For artwork that must fit a specific box or label, the supplier’s confirmed template and dimensions are the best starting point. If those are still being decided, mention that in your enquiry.
The design can be prepared against specifications supplied by your printer or packaging manufacturer. Include their requirements in the brief so the file setup and handover are agreed.
You supply and approve product information, required wording, barcodes and other factual content. The design scope covers arranging that content into the agreed artwork; any additional content work is discussed separately.
